I see what your saying.

Technically it wasn't charging or boarding. Peca didn't leave his feet, didn't take strides when approaching, and Lubo knew the hit was coming.

But at the same time Lubo was in a very vulnerable position, and there is kind of an unwritten rule when it comes to situations like that.

Bottom line is that Peca took advantage of Lubo's vulnerable position, and I'll bet that penalty would have been called even in the "OLD NHL."
