Pens would have to send salary back if the picked up Semin. However there's no way Washington trades Semin to the Pens (assuming they wanted him). If all goes well for the Caps they may have to face the Pens in the post season... no point in giving them more firepower that could backfire and kill your season.

If Semin is traded, I see him being moved for a piece that's more than a rental to the Caps (like the Gogo/Neal trade the Pens did). They'd most likely move him out west, but if the right offer came around I'm sure they'd jump on it.

That being said, there's no way the Pens could afford to re-sign Semin next year (and sign Neal and Niskanen) without Semin taking a massive cut (down to 3-4m range), dumping some salary and having the cap go up. And that's assuming the Pens would give up what the Caps are looking for...

These teams really are not good trading partners - especially when both are fighting for the same playoff spot.
