an existing fan base has not been a prerequisite for the NHL in the much NHL presence was there in atlanta, san jose, phoenix etc...

unless they expand their footprint in canada the NHL will be cultivating fans from virgin soil no matter where they go.

i think seattle is a decent option for the league.
