I would try to make it with the team that drafted me for as long as I could. If that team gave up on me, I would go to Montréal, if they offered me a contract (unless the Nordiques make me an offer). I'm not the type of guy who likes to change environments. I've been working at the same place for 9 years, because I don't want to have to start from square one elsewhere, with new people, new ways to do things, etc. As a hockey player, I'd probably be the same, and would seek as much consistency as I could. But if forced to change, I would probably seek some comfort by going to a city like Montréal, closer to home. Québec City would be even closer to home, so an even more interesting relocation option. But that's just me, and I'm a sociopath. So hardly your average NHL free agent.
