You bring up an excellent point.
Yes, this is the case. It's been the case since Pittsburgh in 1989-90; every year, that season's host wears the patch for the first half of the season.
But more important is that, although the All-Star logo is normally done in team colors, there are few things more hideous than a patch with mismatched colors compared to the jersey. If you remember Edmonton's 25th anniversary patch, it was the same color as their alternates, which was not the same color as either the home or road.
Basically, the potential is there for something similar to happen unless there's a way to bridge both the alternate and the primary color schemes.
