Any stops & starts type drill develops explosiveness or 'first three steps'. You can also do those off-ice. Run HARD back and forth between two points (10'-15' apart) touching the ground before turning around. Do, 10 turning 1 way then 10 the other, so you're not pivoting in one direction all the time. Body weight squats & jump squats develop strength as well.
