With the hard cap in place and FA at the earlier of age 27 or 7 years, and with RFA stars commanding huge salaries after their ELCs are over, you cannot ever guarantee to be a contender for a decade or more after tanking and getting several really good cheap players.

The Black Hawks for instance ran into cap problems right after the ELCs of Kane and Toews came to an end.
