I think it's fairly safe to say that with 17% (if we had all 5) of the first round market being owned by us it could have made movement much easier.
It's simple math really. In order to trade up you must perceive the player/spot you are going for to be greater than or equal to the picks/player you are giving up. Burke traded up slightly last year to land Biggs but he likely felt that Biggs + Percy > any position in the draft he could have gotten to.
Edit: this is not to say that I condone a fire sale, just clarifying some aspects of other people's arguments.
