One example you can use is the Flyers, they have tons of added cap room because of Primeau's injury, even if he comes back. Elais on the devils is another example of his salary not counting towards the cap while he wasn't playing.
No, he still counts even if he's hurt. The team could get an allowance to go over the upper limit if he's injured and out for 10 games/24 days, but if adding replacement players wouldn't put them over the upper limit then the team gets no cap relief.
