I actually think Milbury was better. The Islanders actually made the playoffs several times under teams built by him. Under Houle we kept progressively getting worse. We had one of the best rosters in the league in 95/96 and finished a disappointing 6th. The next year we squeaked in at 8th and the next season at 7th before we really fell apart. A competent GM would have likely won a cup in those 3 years considering how it started. I'll guarantee that if we hired Gainey in 1995 instead of Houle we win at least one more cup in the 90s.

The Isles under Milbury were usually operating with some real poor budgets, but he still made a number of good moves that brought them from the bottom of the conference to a team that made the playoffs a few times. The Isles were better off in 2006 when he stopped being the official gm than they are now. Under Milbury the Isles made the playoffs 4 times in 5 seasons with his fingerprints firmly on the team. Once Houle really put his fingerprints on the team we were a wreck.
