It's the old "letting the players play", which is more accutately described as "letting the mediocre players play."

Ask Todd Bertuzzi or Mario Lemieux or Joe Sakic if anybody ever just "lets them play."

Refs call penalties based on the score, the building, the period, the logo on the front of the jersey and the name on the back of it. The whole system is philosophically flawed and is thus fundamentally unfair. A system which puports to "let the players decide the game" while leaving so much discretion and subjectivity in the interpretation of its rules - which ultimately falls to the refs - simply cannot achieve its goals.
