Toronto signing UFA's has made them Good.
New Jersey Drafting & Developping has made them Elite.
This much is clear. However, which scenario is more likely, that Toronto improves it's drafting & development or that New Jersey becomes able to sign the UFA's that Toronto does? Same goes for Ottawa here..
My point is that, while it is clear that buying players alone will not make you elite but drafting & developping them can, teams like Toronto have the luxury of doing BOTH (providing they have the proper staff in place), while other teams that rely on the draft ('small market teams') may never have that luxury..
