I don't know if you meant your question to be rhetorical or not. The drops in the collective bucket go into the players' emergency assistance fund, and a coach's fine goes to the NHL Foundation. However, I completely agree that the fines are too ridiculously low to be any sort of deterrent or punishment. They may as well have the refs or penalty-box official collect it in cash.
