Soo... off to Rule 56. Ah, there it is:

56.3 Bench Minor Penalty – A bench minor penalty shall be imposed when an unidentifiable player on the players’ bench or penalty bench or any Coach or non-playing Club personnel who, by means of his stick or his body, interferes with the movements of the puck or any opponent on the ice during the progress of the play.
Yeah, right now the NHL is using Rule 56 to blow off the whole thing...they are saying "there is already a rule for that" and "if the ref sees it he calls it," in other words, we aren't even going to fine the guy.

Been checking all morning for NHL actions and I don't see any at all. It's almost 3 p.m. back east, you figure they would have done something by now, if they were so inclined.
