I mentioned some restaurants on the last page in this thread. Check that out if you're interested.
For under $30 or thereabouts, I'd recommend Decca77. Right downtown, best bang-for-your-buck restaurant in the city. It is fine dining, but not pricey. Check the menus on their site:
Lunch prix fixe is $25; dinner is $35.
L'Express used to be a nice bistro once upon a time. It's lived off its reputation for a long time now.
