That's sort of the problem. Being a GM is very much a numbers job, for the cap at least and ideally for the analytics. Yet Bergevin is expressly described by Bowman as "not a numbers guy" with an insufficient understanding of the cap and his first hire and ex-mentor is described as "the anti-Moneypuck". I'm not seeing an inclination to value analytics here, heck, I'm not even seeing a guy with cap skills.
