It's a negotiation thing. Sure the NHL is locked into a contract now, but when the next negotiation occurs, they can point to the hard numbers and say: the average Stanley cup got XX.X ratings. Not saying it would be fixed or anything (fans get too paranoid about that IMO), but if they could have a choice, the NHL would like to see two big market teams even if it has no impact on money for the current deal.
