Very possible. By CBA rules the cap must be readjusted in June for the upcoming season, and it is expected to rise to as much as $70M based on the current formula.
Meanwhile the league will be negotiating a new CBA with the objective of changing the formula to reduce the players portion of league revenues. This could result in a cap that's as low as $60M.
So, teams will enter the free agent season spending up to a $70M cap and possibly entering the season at a $60M cap, meaning some will have to shed as much as $10M.
In that situation the league would have to lend assistance to teams but allowing for one time compliance buyouts.
This is a problem created by the fact that the expiry date of the CBA does not coincide with the end of a hockey season, but rather it expires in mid September well after free agent season.
