To me, he isn't struggling, given his hold-out. He hasn't played as well as I'd like, but very few players are on the Sens.

It's the desperation to make a move. This team needs something right now, and if we are going to expect to get players back that are going to make a difference, we will need to ship out some quality players. We also need to think about moving "core" players in order to send a message. Some of the names that have popped as possibly being expendable right now are:

Rachunek: Not based on his play, but on the blueline, he's probably the most expendable of our defencemen. He's also the youngest of our top 4, and on a dirt cheap salary, which gives him high trade value
Bonk: Has put up points, and is a valuable player defensively, but he's been inconsistent. He's a player who, by shipping out, will send a very direct message to the rest of the team that no one is safe.
Havlat: The least talented of our amazing trio of RW's. Still is an offensive dynamo, but can have trouble with Jacques Martin's defensive system. He's able to produce some great numbers already, and the sky's the limit with him, but he is a victim of depth right now, behind Hossa and Alfie, and he could be used as bait to land a top-line LW.

None of these guys are available at firesale prices, but right now, Muckler's probably willing to listen to offers on them.
