I agree with that. When I was playing little league baseball way back in the day, you had to take a full team picture before the playoffs (and if somebody was absent that day, they had to get an individual shot) and submit it to the league. If you weren't in that picture, you can't play in the playoffs. A league could also instate a certain minimum number of regular season games that a player had to play in to be eligible in the playoffs. That worked when I did intramural ultimate frisbee in college. Regardless of how it is enforced, anti-ringer measures ought to be strict.
