If your main goal when drafting is to get a player who is ready to step in right away, I could understand your stance (on the top10 pick) better.

But the draft is all about DEVELOPMENT and becoming good...

If you disagree with that, I will have another list of players who became elite/very good within just a few years (even apart from 2003) ready for you
