I'd do it if I were sure that the player we're targeting would still be there at number 5 (or 6 or 7). However, unless he is planning to go way off the board, Timmins has no way of knowing that the player he is targeting at number 3 will still be available at # 4, 5, 6, or 7. A good example of that is the 2005 draft where presumingly he could've traded down and still got his player. He didn't because he had Price rated very high and the risk of losing him was higher than the organization was willing to accept.
