That's a reasonable offer--perhaps even a slight (objective) overpayment.

But if Winnipeg is forced to move Kane, I'd think they'd want to address their biggest organizational need--a frontline center.

He's the biggest chip that the team is likely to possess and move in the near future.

I think we need to flip this around. Rather than focusing on what collection of assets could net Kane, what could Winnipeg get by packaging Kane for a better / more proven player?
