I don't think it's a hard "no" from Carolina. It REALLY depends who's on the board after 7 picks.
The more forwards are left, the higher Carolina values the pick. If Forsberg or Grigorenko somehow falls to 8th, I don't think Rutherford passes on them to get Gagner. But if they're already taken, along with Teravainen and Faksa, I do think JR would rather have Gagner than another defensive prospect. Particularly since we're already flush with RHD (Dumba, Trouba) and offensive-minded defensemen (Reilly), we'd have to reach for a lower-ranked prospect in order to avoid a logjam.
If that scenario took place, I'd expect JR to be shopping that pick HARD at the table. And realistically, Gagner is a pretty decent return in a situation where there are already a bunch of prospects off the board.
So yeah, in the scenario the OP presents (Oilers want one of those D prospects, Carolina's top 3 or 4 options are gone, and JR's on the clock), I'd consider Gagner a much better move than just reaching for a player we don't really need.
