Well realistically Pavelec is using some leverage here to bypass the 'prove you're worth it' type contract that guys like Varlamov, Howard, and Crawford got ($2-3M), and wants a 'pay me what I'm worth' contract that guys like Lehtonen, Hiller, Halak, and Niemi have ($4-5M). Above that is the 'I'm a franchise goalie' range where you get Lundqvist, Luongo, Ward, Fleury, Rinne, etc.

I think it's more than reasonable for the GM to leverage RFA status to push for the first group while the agent leverages offer sheets and the KHL to negotiate towards the middle group. Jet's will be hurting a lot more if they go cheap and let him walk than they do by paying him what he's probably worth a year or two early.
