Precisely this. Add in the fact that he has no arbitration rights, I will not be surprised if it takes quite a while to get him signed.
TBH I won't be shocked if he goes into September without a contract. I also will not panic, or be concerned that he wants out(or any other unfounded rumors). Sometimes Negotiations take time. I would imagine they take even more time when you don't have any sort of leverage (ie: arbitration)
