The most common and major misconception of offer sheets is that teams can just offer them willy nilly like a normal contract. They can't. The player has to sign it for it to be valid.

So unless Weber intends on signing an offer sheet (in that scenario he wouldn't) then an offer sheet isn't a valid offer sheet (meaning Nashville doesn't have to match, or even acknowledge it).
