This is a good point.

And honestly, it's just a matter of too many Canadian teams being bad right now. The Canucks don't have trouble signing UFAs, Ottawa seemed to do well with signings after the lockout when they were a contender, Calgary manages to land some UFAs despite being in a sorry state right now, and I think UFAs would sign with the Leafs or Habs if they consistently made the playoffs (or in the case of the Leafs, made the playoffs at all).

Only Edmonton and Winnipeg are truly undesirable and that's likely because players wives don't want to be stuck in those cities by themselves all winter while their husbands are on the road.
