Not necessarily. Even if Andersen was > Fasth, he could spent most of his time playing in the minors, and only get called up when he's actually needed to play.
For every day Andersen is assigned to the AHL roster, he only makes a day's worth of his AHL salary, which is just $70,000 (for the whole year). [EDIT: Paul beat me to it.]

I think it's the fact that Andersen was a 7th rounder playing out of Denmark while Hellberg was a 2nd rounder. Even after putting up huge numbers in the SEL, it seems that most people feel that's the best he will be.
In other news, Ducks also signed Marco Cousineau and now have 7 goalies in their system.
