There's more than just that, and North America and South America are distinct enough to be considered separately, so three different regions. Realistically, we're looking at the United States, Canada, Mexico, Guatemala, Panama, Colombia, Venezuela, Cuba, the Dominican Republic, the Netherlands (in the guise of their colonial possessions in the Caribbean), Japan, South Korea, Taiwan, and maybe a few other Latin American countries, plus probably a few maybe competitors like Australia, Italy, and China (though I'll admit that this one's a stretch). That seems like it should be enough for it to be an Olympic sport.
And no one forced the Olympic cities to build big or permanent venues for baseball and softball. They could easily just accept it's one of the lesser sports at the Olympic games and either build small permanent venues with temporary expansion seating or larger temp structures for their games, neither of which would be prohibitively expensive in the grand scheme of things.
