If you know anything about Murray, the last bit gives it away that he's playing with the media, you can imagine the smile when he said it.
And he goes on to say why he and other GMs are weary of non top tier Russian players:

It's pretty clear that Murray would never seriously intend to acquire a Russian prospect unless his name was Yakupov. (his top player definition includes Federov, Ovechkin according to the source)
Either way, Kuznetsov has been quite the show recently which is unmatched by Silfverberg, despite his amazing year in the SEL.
Unrelated, Tim Murray was angry at last years development camp because he knew Silfverberg didn't want to play in the NHL last year, while Silf took shots on net.
