Not only has Subban's agent said that this is false, but what is wrong even if this is the actual first offer? Either you guys have never heard of negotiating or you believe Subban is so mentally fragile that this will drive him to demand a trade. My guess is that they want Subban to have at least one year of RFA left after this contract (so a 2 or 3 year deal) and they put forward this offer so Subban will look for a higher salary rather than pursue longer term. This isn't like Fehr Time's definition of negotiating where you just give the player what contract they ask for.
