Encarnacion was signed to a 3 year deal with an option for a 4th year. Encarnacion is also far from unproven, he is a career .809 OPS bat.

Justin Masterson is a very good pitcher, and if he can reduce his BB/9 to last seasons rate is a borderline ace. I'd be willing to put together a very good offer for him, he is young, inexpensive, proven and controllable.
