Assuming thats the case, why would Holgrem put one in there? It was always about the $$ anyways. I doubt it would have made a difference for Webber signing it or not.
I believe that teams can negotiate with the player. IIRC, Burke talked with Kessel about their deal (how else would he sign hours after a trade?).

Weber was, in my opinion, dumb to sign a long-term offer with Homer after what he did to Richards and Carter.
