The Freeh group did not interview any of the major players (Paterno, McQueary, Sandusky, Spanier, Curley, or Schultz) because of the pending criminal trials.
If the NCAA took their time, like they do with investigations, then they would have been able to interview all the people that were still alive that the Freeh group didn't.
The quality of an NCAA investigation is always dependent on how fully the institution in question cooperates with the investigation.
The same was true for the Freeh group as they didn't have subpoena powers, either.
