Good players can do this and their teammates also benefit from it. Also remember that this list is almost entirely forwards and the top guys are individually 1/3rd (or maybe more) of the contribution to their "team" SH%.
I'm sure there's a reason you're so adamant that the stars who drive up on-ice shooting percentage do so by getting the puck close to the net, rather than by playmaking, but I don't know what it is.
