Because Vokoun (when healthy) is significantly better than Reimer and the Penguins drastically need a competent backup goalie. Case in point the Flyers/Pens series last year.
Kulemin as a return doesn't even justify this for the Pens.
On a side note, the Penguins have had at least one Czech player on their roster for 20-something years now. With the departure of Zbynek Michalek, you can all but guarantee that Vokoun won't be traded as he's the last Czech left
Furthermore, Vokoun has a NTC and has been quoted as saying he wanted to play for a contender. Sorry Leafs fans.
