Injuries to the head should be avoided by all means. Of course, you can't tell players to avoid hitting other players that come to them with their heads down, that would be too easy.

In this particular case, though, I don't think forbidding to lift the stick would affect the game. Think about it, if a player tries to lift the stick like Williams did, that means he had been beaten speed-wise by the forward. Lifting the stick is the same as hooking for me : you're behind and you use your stick to avoid a breakaway or something like this. Of course, you've got to be closer to be able to lift the stick...

But I think that the proper move would be just to continue skating and try to knock the other player off the puck or cut the pass/shoot lane with your stick/body in a desperate move.

Lifting the stick is just the new hooking for me...
