are you thinking just switch the people around or reposition the actual land? Just the people like in wife swap. You can't take any possesions with you at all and you move directly into their house and take their jobs and vice versa. So some lucky guy who never saw ice could end up being paid 7 M$ to play hockey.
It's been a while but I think retribution is overdue.
