Detroit's in a different position than Montreal. They're a contender, with an aging nucleus of players who are expected to win now.

Montreal's still in a transitional period. I think the organization's finally out of 'phase one' (being collecting assets/young players), but is not a contender or close to that status.

And 'improving from within' doesn't even mean adding bodies from Hamilton. It could be something as simple as improving the system, to expecting player development--which is not out of the realm of possibility.
