Rest assured that the owners will not need to pay the players if they are not playing, this is a non-starter. If the labour code prevents an organization from locking out union members it most certainly has to permit a "lay-off" during times when there is no work to do. You cannot force a company to pay an employee if there is no reason to employ them.
