The concept of restricted free agency is in direct violation of the European Union's laws regarding the freedom of movement for workers, so no, Eller does not "belong" to Frölunda.
Once the contract of a player playing in Europe runs out, that player is free to sign for whatever club he wishes.
This is in fact one of the many reasons for why the NHL will never expand into Europe. The NHL CBA is riddled with things that would be in violation of European labour laws.
