Stop looking at cap hit as a penalty. It would just be a change in philosophy in how the cap is calculated, and in some cases to prevent circumvention.

But, they will never do it. It makes no sense for the league to have 10's of millions of cap dollars in existence with no real $ going out. It doesn't save anyone any money (they still have to pay their % of HRR) and if a player retires there is no benefit to teams as a whole.

They are better to alter the calculation of cap hit to better reflect actual salary, so using something like RFA compensation calculations like total salary divided by total years of contract or 6, whichever is lower, and/or make it so contracts cannot fluctuate as much as they do.
