Of course they're further developed - they've had twenty years to flesh out the world and characters. Variables... of course there are some, or else they wouldn't be able to keep milking the cash cow.
You're right about FPS -- they are mostly rigid. Where I think the big difference is, though, is that Xbox/PS3/PC puts out a lot more than FPS games. Those are the most popular, so you hear about them more than the rest. Nintendo puts out more than Mario/Zelda/Star Fox, but an unhealthy portion of its game catalogue is centered on these three historically successful, but declining, franchises.
