I don't like the idea of guys making less than average having to give back any money. What if they came up with a plan where nobody would be rolled back to below the average. League average right now is 2.4m, right?

What if they started with 5% roll backs at 2.5m (putting those players at 2.4m) and increased the roll back by one tenth of a percent for each additional 100kay in salary. So, 5.1% for 2.6m and 5.2% for 2.7. Keep on creeping up until you hit 10% (at 7m) and all players making more than that amount(7m) get hit with a ten percent roll back - nobody gives back a higher percent. It's a way to only really wax the hell out of the way higher end salaries without killing the little guy.

Sure beats the hell out of a 24% whack right across the board, right?
