That's because they're Queen's property. The university owns them and rents them out to Queen's students who win the "housing lottery". A friend of mine lived in one of them behind the JDUC.

If you're in the Gore/Bagot street area, across the park, it's much nicer. If you're in the Division/University/Earl/Alfred area, it's a bit more rundown, but students will pay for it because they like the location.

Daphne Dean is an infamous landlord who has very nice houses but is a Nazi with respect to her rules.
