Well for one thing the NHL has steadfastily said that no team has veto power, they have as much vote as anyone else.

Regardless of that who just bought the Leafs? The two largest media companies in Canada. They would likely ratehr have an additional 42 games to broadcast on their networks over the minimal fan loss to a new team in the area.
