Bingo. So why should I care about whether the big markets get stuck with a bad contract? Now they'd have to be a little more careful just like the small markets.
Plus I'm sure the players themselves don't want to be riding buses with $2+ million contracts. You could always offer a one-time amnesty if you don't want to get rid of it entirely, i.e. if you have to bury 'one' one-way contract of $2+ million you get to do it once every five years or whatever.
