"Long Island" isn't incorporated. It's not a political entity.

If you are on the land mass that is called Long Island, you're on Long Island.

Just because BK and Queens are physically on an island, it doesn't mean they're part of Long Island.
It does mean that. What you are saying is that they are not part of the suburban sprawl that is Nassau and Suffolk counties, and that is true.

But Long Island is the entirety of the island, and that means the four counties of Kings, Queens, Nassau and Suffolk counties.

All four of those counties are part of Long Island, because they are on the island.
