He may not have been a 1000 point guy, but he's likely staying in Calgary for life. When you add on what he did outside of hockey, and with him still involved with the organization, I still think it counts based on what the OP is asking.
If we are doing it based entirely on "organizational impact" then yes, put Conroy ahead, but Reinhart was one of the most talented D-men of his era, I have to wonder how many people here actually saw him play, the guy was phenomenal.
